Job Summary:
We are seeking an experienced Construction Consultant to conduct a closeout audit of a newly constructed oil refinery and petrochemical plant. This role is responsible for verifying that all construction activities align with project specifications, industry standards, and regulatory requirements before the final handover. The successful candidate will conduct site inspections, documentation reviews, compliance audits, and coordinate final construction closeout activities with contractors and stakeholders.
Key Responsibilities:
1. Construction Closeout Audit & Site Inspections
Conduct thorough site inspections to assess the completion status of civil, structural, mechanical, piping, and electrical works.
Ensure construction meets design specifications, industry codes, and project requirements.
Identify and document punch list items, ensuring timely resolution before project completion.
2. Compliance & Quality Assurance
Verify compliance with industry construction standards such as API, ASME, ASTM, ISO, and OSHA.
Conduct quality assurance checks on materials, fabrication, and installations.
Ensure contractors have fulfilled all contractual and regulatory obligations before project sign-off.
3. Documentation Review & Handover Readiness
Review as-built drawings, test reports, permits, material certifications, and completion records.
Confirm the submission of final construction documentation and turnover packages.
Work with relevant teams to facilitate a smooth transition from construction to operations.
4. Punch List Management & Issue Resolution
Develop and oversee a punch list process to ensure all construction deficiencies are addressed.
Coordinate with contractors for rectification of outstanding issues before handover.
Monitor progress and completion of corrective actions before final approval.
5. Health, Safety & Environmental (HSE) Compliance
Verify adherence to safety regulations and environmental compliance standards.
Conduct HSE audits and risk assessments to ensure hazard mitigation measures are implemented.
Confirm completion of safety documentation, incident reports, and regulatory compliance records.
6. Contractual & Financial Closeout
Review contractor performance to ensure compliance with project schedules, budgets, and scope of work.
Verify final payments, change orders, and claims to ensure contractual closure.
Support the resolution of contractual disputes and final financial settlements.
7. Reporting & Final Recommendations
Prepare a comprehensive audit report detailing key findings, compliance status, and recommendations.
Present findings to senior management and project stakeholders.
Provide best practice recommendations for future construction projects.
Qualifications & Experience:
Bachelor’s degree in Civil Engineering, Mechanical Engineering, Construction Management, or a related field.
Minimum of 20 years of experience in construction audits, engineering, or construction management, with at least 5 years in the oil and gas industry.
Strong understanding of construction regulations, engineering codes, and quality control standards.
Demonstrated experience in conducting construction audits, resolving deficiencies, and coordinating closeout activities.
Excellent analytical, problem-solving, and communication skills.
Proficiency in construction management software, AutoCAD, and Microsoft Office Suite.
Professional certifications such as PMP (Project Management Professional), CCP (Certified Construction Professional), or relevant QA/QC certifications are preferred.
Working Conditions:
On-site presence required at the refinery and petrochemical plant.
May require working in high-risk industrial environments, including construction zones, confined spaces, and elevated structures.
Travel may be required for meetings, inspections, and contractor coordination.
