Job Summary
We are seeking an experienced Document Control Specialist to oversee the closeout audit of a newly constructed oil refinery and petrochemical plant. This role ensures that all project documentation is properly organized, reviewed, and archived in compliance with contractual and regulatory requirements before project completion and handover. The successful candidate will be responsible for auditing, validating, and managing engineering, procurement, and construction records while working closely with project teams and stakeholders.
 
Job position also open to Expatriates.
 
Key Responsibilities:
1.Documentation Audit & Compliance
Conduct a comprehensive audit of all project documents to verify completeness, accuracy, and compliance with industry standards.
Ensure that all engineering, procurement, construction, and commissioning documents align with contractual and regulatory requirements.
Validate document numbering, version control, and archiving according to company standards.
 
2.Closeout Documentation Review
Review and verify the submission of as-built drawings, test records, inspection reports, permits, and vendor documentation.
Ensure that final project deliverables are compiled, formatted, and structured for handover.
Confirm compliance with ISO 9001, API, and other industry standards regarding document management.
 
3.Handover & Record Management
Coordinate with contractors, engineers, and project managers to collect and finalize all closeout documents.
Organize and prepare documentation for handover to operations, maintenance, and regulatory bodies. 
Ensure proper electronic and physical archiving of project records for future reference.
4.Stakeholder Collaboration & Reporting
Work closely with project teams, legal, and compliance departments to address documentation gaps.
Provide audit findings and recommendations to management for document improvements.
Prepare final document control reports outlining compliance status and corrective actions taken.
 
5.Quality Assurance & Best Practices
Implement document control best practices and continuous improvement strategies for future projects.
Ensure document security, accessibility, and retrieval processes meet company policies.
Conduct training sessions for document control teams to improve compliance with industry standards.
 
Qualifications & Experience:
Bachelor’s degree in Business Administration, Information Management, Engineering, or a related field.
Minimum of 20 years of experience in document control, project auditing, or records management, with at least 5 years in the oil and gas sector.
Expertise in document control systems such as EDMS, Aconex, SharePoint, or other project management tools.
Strong knowledge of ISO standards, regulatory compliance, and engineering document management practices.
Excellent organizational, analytical, and communication skills.
Proficiency in Microsoft Office Suite, Adobe Acrobat, and database management software.
 
Working Conditions:
On-site and office-based work required for document verification and audits.
May require travel to various project sites and coordination meetings.
