Job Summary:
We are seeking an experienced Environment & Safety Control Consultant to conduct a closeout audit of a newly constructed oil refinery and petrochemical plant. The role involves ensuring full compliance with environmental regulations and safety protocols, conducting risk assessments, inspections, and audits, and providing recommendations for a safe and environmentally responsible handover of the facility.
 
Job position also open to Expatriates.
 
Key Responsibilities:
1.Environmental & Safety Compliance Audit
Conduct a comprehensive audit to verify compliance with environmental laws, safety standards, and industry best practices.
Ensure adherence to local, national, and international regulations (e.g., OSHA, EPA, ISO 14001, ISO 45001, HSE standards).
Identify compliance gaps and recommend corrective actions.
 
2.Site Inspections & Risk Assessments
Perform on-site safety inspections to assess hazard control measures.
Conduct environmental impact assessments on air quality, waste management, and emissions control.
Identify and address workplace safety risks and environmental hazards.
 
3.Documentation & Legal Compliance Review
Review permits, compliance reports, environmental impact assessments, and risk management plans.
Verify compliance with waste disposal regulations, hazardous material handling, and emission standards.
Ensure that all regulatory and legal requirements are fulfilled before project closeout.
 
4.Incident Investigation & Corrective Actions
Analyze incident reports from the construction phase to assess root causes.
Confirm that corrective and preventive measures are implemented.
Ensure proper documentation of accidents, near-misses, and environmental violations.
5.Safety & Emergency Preparedness
Ensure emergency response plans and safety procedures are in place.
Verify the effectiveness of fire protection systems, evacuation procedures, and first- aid facilities.
Conduct final safety briefings and training sessions for operational personnel.
 
6.Environmental Protection & Waste Management
Ensure compliance with hazardous waste management, pollution control, and sustainability initiatives.
Verify proper handling, storage, and disposal of industrial waste.
Assess the impact of refinery operations on the surrounding environment and recommend improvements.
 
7.Final Audit Reporting & Recommendations
Prepare a detailed audit report with findings, compliance status, and action plans.
Present results to management, stakeholders, and regulatory authorities.
Provide recommendations for continuous improvement in environmental and safety management.
 
Qualifications & Experience:
Bachelor’s degree in Environmental Science, Occupational Health & Safety, Engineering, or a related field.
Minimum of 20 years of experience in environmental and safety compliance audits, with at least 5 years in the oil and gas industry.
Strong knowledge of international safety and environmental regulations (OSHA, NFPA, ISO 45001, ISO 14001, IFC, EPA guidelines).
Experience in industrial risk assessments, regulatory audits, and compliance reporting.
Professional certifications such as NEBOSH, CSP (Certified Safety Professional), CHMM (Certified Hazardous Materials Manager), or CIH (Certified Industrial Hygienist) are preferred.
 
Working Conditions:
On-site presence required at the refinery and petrochemical plant.
Exposure to industrial environments, high-risk areas, and hazardous materials.
May require travel for regulatory compliance meetings and inspections.
