Job Summary:
We are seeking an experienced Finance Consultant to conduct a comprehensive financial closeout audit of a newly constructed oil refinery and petrochemical plant. This role involves analyzing project financials, verifying compliance with contractual obligations, ensuring financial accuracy, and reconciling final project costs. The Finance Consultant will collaborate with stakeholders to ensure proper financial closure, adherence to budgetary controls, and risk mitigation.

Key Responsibilities:
1.Financial Closeout Audit & Cost Reconciliation
Conduct a detailed financial audit of project expenditures, contracts, and payments.
Reconcile project budgets, expenditures, invoices, and outstanding payments.
Ensure financial records align with contractual agreements and approved project budgets.
2.Compliance & Regulatory Financial Review
Ensure adherence to financial policies, regulatory requirements, tax laws, and corporate governance.
Verify compliance with local, national, and international financial regulations related to construction and oil & gas projects.
Conduct audits to confirm compliance with procurement policies, accounting standards (IFRS, GAAP), and financial reporting regulations.
3.Contractual & Vendor Payment Audits
Review contractual obligations, final payment approvals, and vendor settlements.
Ensure contractors and suppliers have met all deliverables before final payments.
Investigate any financial discrepancies, claims, or pending disputes with vendors.
4.Financial Risk Management & Fraud Prevention
Identify potential financial risks, cost overruns, and misallocated funds.
Conduct forensic accounting to detect fraudulent transactions or irregularities.
Recommend corrective actions to mitigate financial risks and improve future project financial controls.
5.Project Budget Performance & Variance Analysis
Evaluate budget performance, including cost overruns, savings, and deviations from the approved financial plan.
Identify and explain variance analysis to senior management and recommend adjustments for future projects.
Assess contract change orders and claims to ensure accurate financial reporting.
6.Documentation, Reporting & Handover
Prepare a comprehensive financial closeout audit report summarizing findings, recommendations, and final reconciliations.
Ensure the submission of all financial closeout documents, including final statements, balance sheets, and compliance certificates.
Present findings to senior management, finance teams, and regulatory bodies.
Qualifications & Experience:
Bachelor’s degree in Finance, Accounting, Business Administration, or a related field. A Master’s degree is preferred.
Minimum of 20 years of experience in financial auditing, project finance, or accounting, with at least 5 years in the oil and gas industry.
Strong knowledge of financial auditing, budgeting, cost control, and risk management.
Experience with IFRS, GAAP, Sarbanes-Oxley (SOX), and financial reporting regulations.
Proficiency in financial management software (SAP, Oracle, QuickBooks, or similar systems).
Professional certifications such as CPA (Certified Public Accountant), CFA (Chartered Financial Analyst), CFE (Certified Fraud Examiner), or CISA (Certified Information Systems Auditor) are preferred.
Strong analytical, problem-solving, and communication skills.
Working Conditions:
On-site and office-based work required for financial audits and reconciliation.
Collaboration with finance, legal, procurement, and audit teams to finalize financial closeout.
Travel may be required for meetings, audits, and vendor coordination.
