Job Description

Job Brief:

We are seeking suitably qualified high performing HR Manager to join our Human Resource division. This HR Manager role is responsible for maintaining and enhancing the organization's human resources by establishing policies, procedures, and statutory requirements to support and achieve the reliable supply of competent, capable and motivated workforce towards contributing to business profitability. This role will report to the HR Manager and all Divisional Heads

Essential Functions and Responsibilities

Function in an active and influential business advisory role with management in order to drive business results as it affects human resources.
Provide HR leadership and Drive strategic and operational activities including Labor Relations, Recruiting and Staffing, Compensation & Benefits, Leadership Coaching, Employee Development, and Performance Management.

Ensure/Maintain all HR processes and records relative to local statutory requirements while providing guidance and leadership to the business regarding regulatory interpretation and compliance.

Constantly implement appropriate communication tools and systems to ensure effective flow of information including employee opinion surveys, leadership communications and so on.

Develop appropriate workforce plans (e.g. Employee Handbook etc) in support of key business needs and develop/implement appropriate change management plans as required.

Maintain a pay plan by conducting periodic pay- surveys; scheduling and conducting job evaluations; preparing pay budgets; recommending, planning, and implementing pay structure revisions.

Effectively utilize training as a tool for strategic planning, skills development, competitive advantage, and employee motivation.

To design and implement Compensation and Benefits (C&B) systems geared to competitive remuneration and pay for performance.

To administer Payroll in compliance with Company guidelines.
Maintain human resource staff job results by counseling and disciplining employees; planning, monitoring, and appraising job performance.

Serve as a link between management and employees by handling questions, interpreting and administering contracts and helping resolve work-related problems
.
Ensure legal compliance by monitoring and implementing applicable human resource Federal & State requirements.
 
 
Maintain professional & technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.

Contribute to the accomplishment of HR best practices and objectives that will provide an employee-oriented, high-performance culture.

Propose and generate sound HR policies & procedures (aligned with company values, vision, and external statutory requirements).

Handle all human resources matters including manpower planning, recruitment, learning & development, compensation, performance management and oversee employee safety, welfare, wellness, and health.

Develop an overall talent management strategy including workforce planning; recruitment, hiring; training and development and succession planning.

Initiate and facilitate the annual Performance Assessment and Career Development System (PACS) in all departments to ensure merit-driven and high-performance organization
Develop and monitor the process flow of a performance management system to foster good Manager/Employee relations and to enhance growth.

Essential Skills and Requirements

The successful candidate would possess the following attributes:
Human Resource Technical Expertise and Practice
Applies policies and procedures across the organization
Oversees risk management issues (ex. safety, health, legal, etc.)
Implements solutions within a designated area of responsibility
At least 4- 5 years experience in an oil and gas Project Duties
 Function as Project Site HR Manager,
Float from one project to another to release HR duties and functions
Handles employee mobilization at a project site,
Handles employee grievances at a project site,
Handles employee timesheets at a project site,
Liaise with a base office for necessary information and advice as the need may arise from time to time,
 Report to base HR Manager of all activities and progress at the project site on periodic bases or on-demand,
Ensuring that all HR procedures and practices are strictly observed and follow to the latter while on the project site to ensure the smooth operation of project activities while on-site,
Ensuring compliance with all relevant client’s demands and expectations while on the project site performing your HR duties and functions to ensure smooth operation
 
Business Acumen:

Develops skill in building business cases for HR projects and initiatives
Maintains working knowledge of business lines as well as a competitive market

Educational Qualifications and Experience:

Relevant University qualification, Post Graduate qualification in Business Management or professional certification would be a distinct advantage.
Minimum 10 years of HR experience, ideally HR leadership in the Oil & Gas industry.
Demonstrated success in the development & application of up-to-date practice in employee relations, HR policy & formulation, recruitment & staffing, and training & development.
Strong written & oral communication skills with the ability to influence all levels of the organization.

To be knowledgeable and current with all provisions of labor Law specializing in the following areas: Pension Administration, Industrial Relations, Insurance, Workmen Compensation and so on.
7-10 years of progressive Human Resources experience in employee relations, talent management, compensation, benefits and performance management

Bachelor’s degree in Human Resources, business, Social Science, or related field with a professional certification in HR (such as CIPM, CIPD, SHRM) is an added advantage.

Core Competence:

Engineering, Design, Construction, Procurement, Pipeline Maintenance, Commissioning, Installation, and high-end Project Management services.
7-10 years of progressive Human Resources experience in employee relations, talent management, compensation, benefits and performance management
Bachelor’s degree in Human Resources, business, Social Science, or related field
Strong HR Generalist experience in a fast-paced environment is required
Proven knowledge of HR industry practices
Must be able to provide creative solutions and unique approaches to HR/business challenges
Must be an authentic thought partner with confidence and courage to push boundaries
Proven experience in managing multiple projects with strong prioritization skills
Proven to consult and/or change management experience
Demonstrated strong integration and strategic planning skills
Demonstrated strong written and verbal communication skills
Demonstrated strong facilitation and presentation skills
Demonstrated problem solving and decision-making skills
Familiarity with oil and gas sector Human Capital management systems in government and multilateral operations.
Comprehensive computer skills with practical knowledge of Microsoft Office (especially Word & Excel) and MS Project.
Knowledge of procurement, project monitoring and evaluation, and contract management procedure in oil and gas projects would be considered a merit.
