Job Summary:
The Operations & Maintenance (O&M) Consultant will be responsible for conducting a comprehensive closeout audit of the construction of the oil refinery and petrochemical plant. The primary objective is to ensure that all operational and maintenance systems, procedures, and documentation are fully compliant with industry best practices, regulatory standards, and project specifications before the facility is handed over for full operations. This role involves reviewing maintenance strategies, operational readiness, equipment reliability, and compliance with safety and environmental regulations.

Key Responsibilities:
1.Operations Readiness Audit:
Assess the operational preparedness of the refinery and petrochemical plant before commissioning.
Ensure all startup procedures, commissioning protocols, and safety checks have been completed.
Verify the functionality of control systems, emergency shutdown mechanisms, and operational workflows.
2.Maintenance Program Review:
Evaluate the preventive and predictive maintenance programs developed for the refinery.
Ensure that all critical assets and equipment have comprehensive maintenance schedules and SOPs.
Identify any gaps in spare parts availability, asset integrity, and maintenance records.
3.Documentation and Compliance Assessment:
Review and validate operation and maintenance manuals, asset registers, and technical documentation.
Ensure compliance with international standards such as API, ASME, OSHA, and ISO for refinery operations.
Assess adherence to local and international environmental, health, and safety (EHS) regulations.
4.Equipment Performance and Reliability Testing:
Conduct inspections and audits of key process units, utilities, and rotating/static equipment.
Evaluate the performance and reliability of critical systems, including pumps, compressors, heat exchangers, and pipelines.
Identify any mechanical integrity issues, bottlenecks, or deficiencies affecting plant operations.
5.Training and Handover Preparation:
Ensure that operations and maintenance personnel have received adequate training on new systems.
Review the knowledge transfer and competency assessment programs for plant operators and technicians.
Validate handover checklists and ensure all relevant personnel understand the operational protocols.
6.Safety, Risk, and Environmental Compliance:
Ensure that all emergency response plans, process safety management (PSM) protocols, and hazard analysis reports are up to date.
Conduct audits of firefighting systems, gas detection, and leak prevention mechanisms.
Verify compliance with hazardous materials handling, waste management, and emissions control regulations.
7.Reporting and Recommendations:
Prepare a comprehensive audit report detailing findings, corrective actions, and recommendations for continuous improvement.
Present findings to senior management, project stakeholders, and regulatory authorities.
Provide guidance on optimizing plant efficiency, reliability, and long-term maintenance strategies.
Qualifications:
Bachelor’s degree in Mechanical Engineering, Electrical Engineering, Chemical Engineering, Industrial Maintenance, or a related field.
Minimum of 20 years of experience in operations, maintenance, and auditing within the oil and gas or petrochemical industry.
Extensive knowledge of refinery processes, maintenance best practices, asset integrity management, and regulatory compliance.
Experience in conducting maintenance audits, reliability assessments, and risk evaluations.
Strong familiarity with industry standards such as API, ASME, ISO 55000 (Asset Management), OSHA, and NFPA.
Proficiency in CMMS (Computerized Maintenance Management Systems) and reliability engineering tools.
Excellent problem-solving, analytical, and communication skills.
Certifications such as CMRP (Certified Maintenance & Reliability Professional) or PMP (Project Management Professional) are a plus.
Working Conditions:
Requires on-site presence at the refinery and petrochemical plant.
May involve field inspections, walking through hazardous areas, and working in high- temperature environments.
Travel may be required for meetings with regulatory authorities, stakeholders, and equipment manufacturers.
