Support the project's procurement officers in interpreting and implementing all procurement matters as contained in the project appraisal report (PAR), Finanacing Agreement, Project Agreement and other Project Documents.
Drive and direct various sourcing and contracting projects of high complexity.
Take the lead in ensuring effective information flow regarding the category strategy
Contribute to the development of the respective category strategies
Provide category specific guidance and mentoring to the relevant teams
Ensure that the business requirements are well-understood and properly covered in the category level discussions and sourcing process
Identify value levers and opportunities to maximise value
Develop Sourcing Strategies based on category demand, request, incumbents, market conditions, Scopes of Work, etc.
Define approach to market and develop source selection criteria based on the business priorities and requirement
Coordinate the supplier selection process to ensure the most ideal option is chosen
Build key stakeholder & supplier relationships in the given category and all relevant partner and supplier interactions throughout the sourcing project.
Negotiate and agree on relevant contract terms with suppliers
Develop and modify contract content based on templates and lead the approval process
Take an innovative approach and support/lead continuous process improvement initiatives
Develop a succession plan strategy and build the capacity of the project’s procurement officers to be able to take charge of procurement function at the end of the consultant’s contract
Advise and support procurement staff in ensuring the efficient running of the projects procurement Unit and in the achievement of their assigned tasks
Provide quality control in the development of procurement plans and support the effective and efficient implementation of approved procurements plans and provide timely progress reports in accordance with the Contract agreement.
We have the following requirements:
Minimum of First Degree in Engineering, Economics/ Statistics/Finance, / Business Administration/ Management/ Procurement/Law or any other relevant field.
Post graduate degree in the above areas will be an added advantage
Professional Degree in procurement from an internationally recognized institution will be an added advantage.
Minimum 15 years general work experience
10 years of experience in the field of procurement in a Public/Private/ International organization where the responsibility covers the procurement of goods, works and services.
