Job Summary: We are seeking an experienced Lead Consultant to conduct a comprehensive closeout audit of a newly constructed oil refinery and petrochemical plant. The successful candidate will have extensive experience in project audits, particularly in the oil and gas sector, and will be responsible for ensuring that all project deliverables meet the required standards and compliance regula tions.
Key Responsibilities:
Audit Planning:
Develop a detailed audit plan outlining the scope, objectives, and methodology for the closeout audit.
Identify key stakeholders and establish communication protocols.
2.Documentation Review:
Review all project documentation, including contracts, design specifications, construction records, and compliance reports.
Ensure that all documentation is complete, accurate, and in accordance with industry standards.
3.Compliance Assessment:
Evaluate compliance with local, national, and international regulations, including environmental, health, and safety standards.
Assess adherence to project management best practices and company policies.
4.Financial Review:
Analyze financial records related to the project, including budgets, expenditures, and change orders.
Identify any discrepancies or areas of concern and provide recommendations for resolution.
5.Performance Evaluation:
Assess the performance of contractors and subcontractors, including adherence to timelines, quality of work, and safety practices.
Conduct interviews and surveys with project team members and stakeholders to gather insights.
6.Reporting:
Prepare a comprehensive audit report detailing findings, conclusions, and recommendations.
Present findings to senior management and stakeholders, highlighting areas of success and opportunities for improvement.
7.Follow-Up:
Develop an action plan for addressing any identified issues and ensure follow- up on implementation.
Provide guidance and support to the project team in addressing audit findings.
Qualifications:
Bachelor’s degree in Engineering, Project Management, Business Administration, or a related field; Master’s degree preferred.
Minimum of 20 years of experience in project auditing, with at least 5 years in the oil and gas or petrochemical industry.
Strong understanding of refinery and petrochemical processes, construction practices, and project management methodologies.
Proven experience in compliance auditing and regulatory requirements.
Excellent analytical, problem-solving, and organizational skills.
Strong communication and interpersonal skills, with the ability to work collaboratively with diverse teams.
Professional certifications (e.g., PMP, CIA, CISA) are advantageous.
Working Conditions:
This position may require travel to the project site and other locations as necessary.
The consultant may need to work in various environments, including office settings and construction sites.
