Job Description

BACKGROUND 
IPMC is part of the Sustainable Development Network of the Federal Republic of Nigeria and is responsible for: a) the quality of the social development aspects of the governments lending and non-lending operations, and b) quality enhancement of the social development portfolio. We seek to empower the poor by increasing their social assets and capacities. It aims to promote inclusive institutions, thereby increasing opportunities for more secure livelihoods, ultimately creating more gender-equitable, inclusive and just societies. IPMC contributes to increased development effectiveness and helps projects, programs, and policies better meet their goals and objectives. IPMC is currently implementing an initiative to formulate an operational framework for enhancing development benefits to the Urban Water Sector Reform, facilitate Water supply and Sanitation projects in local communities as part of the wider Sustainable Development Network’s effort to ensure that infrastructure projects are socially and environmentally sustainable.
Job Description:
Oversees and coordinates the inspection of construction and/or repairs of roads, sidewalks, curbs and drainage structures and administers contracts as assigned.
This individual will possess knowledge and understanding of public sector contract administration.
Primary Responsibilities:
 Reviews and interprets plans, specifications, and sites for construction projects;
Assures contractors' conformance to plans, specifications and applicable safety regulations;
 Assumes responsibility for the quality control of concrete, soil, mechanical and electrical equipment or other materials used on County construction projects;
Arranges and conducts pre-construction meetings, and makes suggestions or criticisms that serve to establish the procedural guidelines for the project;
 Coordinates the various project functions with the owner, general contractor, architects, engineers, and other project consultants or agencies;
Estimates work completed and prepare the progress payment forms;
Supervises or performs the preparation of records, reports, as-built plans, and other field office engineering work;
Checks quality of materials and construction methods by personal inspection or by the use of supporting staff;
Coordinates materials testing, construction surveying, and electrical inspections;
Maintains a complete set of project records, reports, and correspondence for each assigned project;
Reviews permit applications, determines proper conditioning, issues permits and collect fees;
Determines Improvement Security (bond) amounts and types, and releases project bond;
Attempts to resolve disputes which develop between the County, contractor, outside agencies or the public;
Schedules final inspections and recommends acceptance of projects;
 Inspects to assure adherence by contractors to safety rules;
May provide project or lead supervision to lower-level personnel, including training and assignment of work;
May be assigned as a Disaster Service Worker, as required;
Performs related duties as required.
 Skills and other requirements:
Demonstrable track record of successful business development and achievement of targets or significant contributions to the same
Sound knowledge in procurement, building contract, cost management, and construction planning
Proficiency in Microsoft Word, Excel, PowerPoint, Outlook, Microsoft Project and/or Primavera
Strong written and verbal communication skills
Strong negotiation and presentation skills
Ability to develop and manage budgets
Ability to recognize and assess risks through the due diligence processes
 Experience:
Associate’s degree in Engineering, Construction Management, Architecture or a related field; Ten years of experience in public works construction, civil engineering or a related field, five years of which must have included inspection experience. 
 Knowledge of:
Principles of supervision and training;
Construction and inspection practices, procedures and techniques;
Principles, practices, techniques, and terminology of engineering;
Engineering mathematics and its application to construction inspection work;
Construction methods, materials, and equipment;
Safety practices in the construction industry;
Laws, codes, ordinances and standards applicable to the construction industry;
Computer applications such as word processing, spreadsheets, and email.
 
Ability to:
Train others;
Inspect construction on large and complex projects and enforce compliance with plans, specifications, and codes;
Meet and consult with engineers, contractors and their representatives on difficult construction matters;
Effectively resolve and coordinate problems with construction and engineering personnel;
Read and interpret engineering and architectural plans, specifications, laws, ordinance and appropriate codes;
Plan, organize and supervise the work of others;
Review and evaluate unusual field conditions not specified in plans and specifications;
Make field engineering estimates and calculations;
Collect and analyze data and prepare accurate and detailed reports, records and letters;
Establish and maintain effective working relationships with those contacted in the course of work;
Measure and calculate quantities accurately for preparation of progress payments.
 Physical Requirements
Ability to stand for long periods of time walks over rough terrain, and climb ladders.
