Job Summary:
We are seeking an experienced and highly skilled Senior Project Monitoring Consultant
to oversee the development of a large-scale multi-functional office complex. This expatriate role will require an individual with exceptional expertise in project management, monitoring, construction oversight, and risk management. As a key leader in the project, you will ensure that the project progresses according to plan, meets all budgetary and timeline goals, and adheres to the highest standards of quality and safety.
As an expatriate consultant, you will provide leadership to local and international teams, ensuring smooth coordination and communication between all stakeholders, and managing the complexities inherent in working across diverse cultures and regulations.
Key Responsibilities:
1. Project Monitoring & Coordination:
Oversee the full lifecycle of the multi-functional office complex project, from planning to completion.
Develop and implement comprehensive project monitoring strategies to track performance against established goals, including time, budget, and quality standards.
Liaise regularly with the client, project team, and key stakeholders to ensure alignment with project goals.
Monitor daily and weekly project activities, coordinating between contractors, engineers, architects, and suppliers.
Address and resolve challenges that arise during project implementation, including any potential delays or technical issues.
2.Risk Management & Mitigation:
Conduct regular risk assessments and identify project risks relating to cost, schedule, safety, and quality.
Implement proactive mitigation strategies to reduce risk exposure.
Monitor the risk register, update it regularly, and report on any significant risks that could affect the project timeline or deliverables.
Guide the team in ensuring compliance with international and local safety regulations and construction standards.
3.Stakeholder Communication & Engagement:
Serve as the primary point of contact for all project-related communication, ensuring effective and timely updates between stakeholders.
Facilitate cross-functional coordination across departments (construction, design, quality assurance, and procurement).
Prepare and present regular progress reports to senior management and clients, highlighting key milestones, accomplishments, and challenges.
Manage relationships with local authorities, regulatory bodies, contractors, and consultants to ensure compliance with legal and operational requirements.
Coordinate and manage expectations of expatriate and local project team members, ensuring cultural and operational understanding between all parties.
4.Budgeting & Financial Oversight:
Work with the project finance team to prepare and review project budgets, ensuring financial targets are met.
Track project expenditures and compare them against the budget to avoid overruns.
Approve cost-related requests, including change orders, additional expenses, and payments to contractors and suppliers.
Identify potential cost-saving strategies without compromising quality or safety standards.
5.Quality Assurance & Compliance:
Develop and maintain a robust quality management system for the project, ensuring that work meets international standards and local regulations.
Conduct regular site inspections to assess quality, identify issues, and recommend solutions.
Ensure that construction work follows architectural designs and specifications, with close monitoring of construction progress and contractor performance.
Ensure all certifications, permits, and inspections are completed as required by local and international authorities.
6.Scheduling & Timeline Management:
Lead the development and maintenance of the project schedule, ensuring all activities are completed according to established timelines.
Work closely with contractors and other stakeholders to resolve scheduling conflicts and ensure timely delivery of each project phase.
Monitor project milestones, and ensure that they are met on time, adjusting schedules when necessary.
Ensure that critical path activities are prioritized, and that any delays are quickly identified and mitigated.
7.Team Leadership & Development:
Lead and mentor a multi-disciplinary team of project managers, site engineers, and contractors.
Manage the performance of local and expatriate team members, ensuring they are well-resourced, motivated, and meeting objectives.
Promote a collaborative, safety-conscious, and high-performance working environment, addressing any personnel issues in a timely manner.
Provide on-the-job training and knowledge-sharing to local team members to enhance their skills and project expertise.
8.Project Documentation & Reporting:
Maintain accurate and up-to-date project documentation, including contracts, schedules, reports, and financial records.
Ensure that project documentation is stored and managed in compliance with company standards, enabling easy access for future reference.
Prepare and submit detailed monthly, quarterly, and annual reports to senior management and stakeholders.
Document lessons learned and ensure these are shared across the organization to enhance future project delivery.
9.Cultural and Operational Adaptation:
As an expatriate consultant, you will adapt to local working conditions and practices, providing guidance to international and local teams to foster cooperation and mutual understanding.
Respect and understand local cultural, political, and social dynamics, ensuring all project activities align with local norms while adhering to international standards.
Qualifications:
Education: Bachelor’s degree in Civil Engineering, Architecture, Construction Management, or a related field. A Master’s degree or professional certifications such as PMP (Project Management Professional) or PRINCE2 are highly desirable.
Experience: Minimum of 25 years of experience in project management, with a focus on large-scale, multi-functional commercial or office complexes.
Prior experience as an expatriate working on international projects is strongly preferred.
Proven experience with budget control, risk management, and multi- disciplinary team leadership.
Solid understanding of local building codes, regulations, and safety standards in the project’s location, along with familiarity with international construction standards.
Experience working in a cross-cultural environment is essential, with an ability to manage diverse teams.

Advanced proficiency in project management software such as Microsoft Project, Primavera, or Procore.
Strong command of risk management techniques, quality assurance processes, and construction methodologies.

Solid financial acumen with experience in budgeting, cost management, and financial reporting.
Strong leadership and team management abilities, with experience leading both expatriate and local teams.
Knowledge of sustainable design practices and the integration of green building standards is a plus.
